1.Why Francium is the biggest element with the lowest IE and EN?
Francium is the biggest element with the lowest IE and EN because it has 7 shells which makes it the largest element. Since nucleus and valance electrons are far away, they can't attract or take away electrons from other elements and easily give electrons away.

2.Why Helium is the smallest element with the highest IE?
Helium is the smallest element with the highest IE because it has two valance electrons in its only one shell which make it more stable than other full valance elements like noble gases. Since the valance electrons are closer to the nucleus, the nucleus of positive charge strongly attract negative charge of electrons on its shells that takes a lot of energy to break up electrons from helium.

3.Why Noble Gases don't have EN values?
Noble Gases don't have EN values because they have full valance electrons which make them can't take or react with any electrons from others.

4.Why Fluorine has the highest EN?
Flourine has the highest EN has it has seven valance electrons which needs to gain only one electrons. Of the halogens, fluorine is the smallest element which is the most powerful taker of electrons and the  most reactive non-metals.
